APAS is a democratically elected, producer-run, grassroots organization. Each APAS member RM elects a ratepayer to serve as its representative to APAS, and these representatives give a voice to their communities by participating in APAS policy development and governance.
APAS representatives elect a 12-member Board of Directors from among their ranks, including two members from each of APAS's six districts.
