Resolution Title: Cash Advance Security for Beginning Producers

Resolution:

WHEREAS New producers are in greatest need of working capital during their start-up years; 

WHEREAS Cash advances against commodities being produced are often the primary source of working capital for new agriculture industry entrants; 

WHEREAS Enrollment in AgriStability is a prerequisite for obtaining cash advances for producers of certain livestock types, including bison, sheep and goats; 

WHEREAS New applicants in AgriStability must complete a minimum of six months of farming activity and have completed one production cycle; 

BE IT RESOLVED That the federal government offer alternative eligibility requirements for new producers to ensure programs, such as the federally backed cash advance program, are accessible to producers in their first year of operations.
