WHEREAS the inhumane disposal or abandonment of horses is occurring in other North American jurisdictions because of restricted options for marketing for slaughter; and

WHEREAS too stringent regulations may discourage the use of auction marts for the orderly and humane marketing of horses; 

BE IT RESOLVED that APAS ask the Federal and Provincial Ministers of Agriculture to investigate the impact of CFIA inspection requirements on horse owners for marketing their horses and work to ensure that viable, humane options for marketing horses are not discouraged.
