Resolution

WHEREAS Bill C-359 An Act to amend the Feeds Act, the Seeds Act and the Pest Control Products Act is a Private Members bill before Parliament that would provide provisional registration of pest control and other farm input products if they have undergone same level of testing and approval in other “trusted jurisdictions”;

WHEREAS this legislation will help to provide faster access to pest control options to address emerging threats and help ensure producers remain competitive;

WHEREAS unlike pest control product approval and registration, Canada’s seed system is distinct in its testing requirements and process that ensures producers have input into registration decisions;

WHEREAS untested and improperly registered seed can present risks to farmers and harm international markets;

BE IT RESOLVED that APAS support the provisional approval of the feed and pest management products portion in Bill C-359 An Act to amend the Feeds Act, the Seeds Act and the Pest Control Products Act; and

BE IT FURTHER RESOLVED that APAS seek clarity to determine how these amendments will apply to seed registration to ensure safeguards are maintained to prevent the registration of seed varieties that do not meet the needs of producers or our international markets.
