Resolution

WHEREAS the Farmland Security Act prevents the sale of farmland to ineligible parties, including non-Canadian citizens and commercial entities;

WHEREAS the fines and penalties for contravening can be as low as $10,000 and not effective deterrents for preventing non-eligible entities from trying to purchase and consolidate farmland in the province;

WHEREAS the fines and penalties under this Act need to reflect the significant increase in farmland values in recent years;

BE IT RESOLVED that APAS call on the Government of Saskatchewan to update the fines and penalties of the Farmland Security Act to levels that effectively deters non-entitled entities from attempting to purchase Saskatchewan farmland.
