WHEREAS inclusion of Excess Moisture Program (EMP) payments in AgriStability will claw back the $30 per acre payment in 2010 and reduce margins for future years; and

WHEREAS the EMP payment was not announced as income assistance but as assistance for crop land reclamation due to the excess moisture;

BE IT RESOLVED that EMP payments be excluded from reference and production income margins in AgriStability.
